Description BIOGRAPHICAL INFORMATION: William (Bill) Schwandt is general manager of Moorhead Public Service, having served in that position since April of 1993. Schwandt joined Moorhead Public Service in 1985 and worked as a project engineer until 1988, when he was named manager of technical services, a position he held until being appointed general manager. Schwandt is a native of Minot, North Dakota. He has a bachelor's degree in electrical and electronics engineering from North Dakota State University and a master's degree in business administration from Moorhead State University. He is a registered professional engineer in Minnesota and a member of the Institute of Electrical and Electronics Engineers. At the time of the interview he served on the Missouri Basin Municipal Agency's board of directors, finance committee and nominating committee; on the Minnesota Municipal Utilities Association's industry restructuring task force, telecommunications task force and government relations committee; and on the American Public Power Association's legislative and resolutions committee; and was a member of Moorhead Rotary. He and his wife, Cheryl, were living in Moorhead with their six sons. SUBJECTS DISCUSSED: His work at Moorhead Public Service; how Moorhead deals with emergencies; precautions taken to prevent power shutdowns; preparations at the Emergency Operations Center; dealing with the ice storms and flood; controlling the storm sewers; work with Army Corps of Engineers; sandbagging; flooding in his own home; effect on his family; sections of Moorhead that flooded; problems with gauge readings; working towards recovery; plans for the next flood; encouraging prudent water usage during the flood; and the need to improve communication in case of emergencies.
