Description Counterfeit fractional United States paper notes issued in Washington, D.C. Denominations of twenty-five (25) and ten (10) cents. The 25c note features a portrait of William Pitt Fessenden, while the 10c note features George Washington. Each reads, in part, "UNITED STATES FRACTIONAL CURRENCY / RECEIVABLE FOR ALL UNITED STATES STAMPS". Printed by the Treasury Department and undersigned by [B].
