Description: BIOGRAPHICAL INFORMATION: Myron Thronson and Kevin Rudd were both officials of Norman County, Minnesota at the time of the interview. Thronson, a native of the county, had been with the sheriff's department since 1988 and has been the county sheriff since his election in 1994. Ruud had been living in Norman County in 1959. He was hired by the county government in 1992 as the county environmental services officer; in this capacity he was the emergency management director during the flood crisis. SUBJECTS DISCUSSED: The flooding in Norman County, specifically events in Ada; the onset of flooding in and around Ada; difficulties encountered in evacuating most of the residents of the city; subsequent problems before the flood receded; the decision to restrict air space over Norman County in order to deal with the increase in helicopters and aircraft that appeared during the flood; the steps involved in coordinating the flood fighting efforts with various state and federal agencies; and some of the difficulties that Ada residents and others living in Norman County experienced during the lengthy recovery period after the flood receded.
