Description BIOGRAPHICAL INFORMATION: Banks earned a graduate degree in environmental health at the University of Minnesota. While earning his degree, he began working part-time for the power plant siting staff of the Environmental Quality Board. After obtaining his degree, he worked as a senior engineer and chief of the section of environmental health impact analysis for the Health Department. He was the author of the health study report on powerline construction. Banks went on to be a research fellow with the School of Public Health at the University of Minnesota.
