Description: Saint Paul Winter Carnival Prime Minister uniform used in 1966. The Prime Minister of the Winter Carnival served as coordinator and planner for the festivities. This cylindrical hat is made of navy blue Borgana faux fur and is lined with polyester and a leather headband. An embroidered pin decorated with thread, wire and beads adorns the front of the hat.
