Description: Richard Kostohyrz was a member of the 1978 DFL negotiating team. On the negotiations: Kostohryz says he thought Anderson was the most knowledgeable and toughest DFL leader. He allowed that "Some of the things he has done hurt people." But he felt that Carl Johnson was too weak. Kostohryz also felt that Anderson was reacting against the "Sabo faction" of the caucus. He outlined how he was surprised that he was picked to the negotiating team and further said that Irv Anderson would outline the negotiating positions to the team members just before the sessions and there was little chance for team input. Kostohryz says the DFL wanted the speakership; they thought they could get it by trading away the Appropriations Committee. This move was done without consulting Fred Norton. He says that Rod Searle was anxious to get the negotiations over with to settle the question of staffing and committees. This, he felt, gave the DFL an advantage. He also says that he was willing to come in from his hospital bed to stop the IR from organizing. (He is not the best witness on this subject, his wife and his doctor are.) Kostohryz found the 1979 sesson frustrating. The tie made the session too intense. Anderson's mistakes: After the Frank Rodriguez election, Anderson bumped Voss, Norton, and Kahn from the LMRC. Kostohryz was very angry with Anderson for excluding him from any committee assignments in Anderson's list of appointments of ca. January 20, 1980.
