Were the Republicans ready for a tie?: Nelsen says that a tie was better than a majority because the IR lacked the experience to maintain the discipline necessary for a majority. The negotiations: Nelsen saw them as a learning process. He says that the IR negotiating team spent a great deal of time preparing for the negotiations, learning all the intricacies of House power. He says a strong speaker was impossible in the tied situation.
