Description BIOGRAPHICAL INFORMATION: Elsie Noel was born on June 24, 1924 on the Birdtail Sioux Reserve, Manitoba Canada to Florence Paul and Samuel Bohpa. Elsie is an elder with the Dakota Tipi First Nation, Manitoba. As a child she attended an Indian School in Birtle, Manitoba, and lived in Portage la Prairie for 35 years before returning to the Birdtail Sioux Reserve.
